No Visual Styles in Win2003

All my settings are correct, but I'm still unable to get Visual Styles to work under 2003. Under Apperance in Display Properties, I don't see it/them listed only Windows Classic Style. I do have the uxtheme.dll on the system.

How can I correct this?

Thanks,
