I have found that as XP got updated from original to SP3 each additional update further ruined the restore option from within windows. So to get restore to work again (for me at least) I do it from inside of safe mode. Hit the F8 key repeatedly during boot to get the safe mode screen (some OEM PC's have a different key to get to safe mode). Once it comes up, it will ask if you want Safe Mode or System Restore, selecting no will go to the restore option but you can also access it just as normal if you hit yes (start > all programs > accessories > system tools). Restore seldom fails from safe mode unless the restore point has become corrupted.

You can't, you can only delete all restore points, not individual ones. If you go to start > all programs > accessories > system tools > system restore and select the blue lettering on the left (sys res settings), you can turn off system restore and then turn it back on again but you will loose all restore points for the C drive or any other drive you do it to. I only keep system restore on for my C drive others I turn off since they are storage drives not system drives.

You can Delete a single restore point with Ccleaner.
