Angry Live streaming webcams

My friend's chat room had a regular webcam which I was able to view just fine. Well now he had to go and switch to a streaming one, but now I am not able to see him at all. Is there something I am missing? Is there something I need to do to view a live streaming webcam?

Do you have a broadband connection,i.e. cable or dsl?
What video card do you have?
