Smile my laptop does not always recognise my cd rom drive

I have a Toshiba Satellite Pro 600 Laptop running windows XP which does not recognise my cd rom drive unless i remove the drive and then put it back in then it sometimes will although it still does not always read the CD. When i boot up the PC it informs me of an error saying #IDE 1 Error could this be the problem and if so how can i resolve this ? I hope that someone can help me as i am at my wits end with this. I have cleaned the laser.
