Help with screen stutter please.

Every day when I turn my computer on and go online the screen stutters and jumps up and down uncontrollably. This only happens when my cursor is on the webpage and if I move the cursor up in the toolbar area the stutter stops until I go back down on the web page. If I let my pc sit like this for 10 or 20 minutes the stuttering slows down and then if I reboot after waiting the 20 minutes it stops stuttering after the reboot. My desktop screen is normal but if I open email or go into MyComputer they also stutter. I was wondering if some software might be doing something at startup to cause this. Anyone have any ideas.

512mb ram
winXP home
geforce 6800

First (before you start looking at Graphics on-or-off board,your drivers , OS or anything) check all your cables from the mains right through to the cable going in to the back of your monitor (yes a long job but it may be worth it)
