Restoring files from recycle bin

I have a Windows 98 system in which Windows files were deleted from the system, but not the recycle bin. The system then locked up and I can't even get to Windows to restore those files. Is it possible to restore files in the recycle bin from the DOS prompt?

as far as i know you cannt do it from the dos prompt. if you know what files that you deleted are you should be able to restore them for the cab files.
