Might try this?
Right Click on your desktop>Left Click Properties
Set your Color to:True Color (32 bit)
Screen Area to:800 by 600 pixels
I hope this maybe of some help?
Post back and let us know how you have made out.

It may be just the system font is messed up. See if the information in the Microsoft Knowledge Base article, Missing TrueType Fonts in Fonts Folder or Programs is any help.

If it's the video card drivers, try the easiest thing first...reinstall them:

1. Right click on My Computer
2. Left click Properties
3. Left click the Hardware tab
4. Left click the Device Manager button
5. Double click "Display Adapters"
6. Double click the video card listed there
7. Left click the Driver tab
8. Left click the Update Drivers button
9. Finish stepping through the wizard

Hopefully, Windows will find the drivers and install them.

When you do it make sure you hit APPLY then OK.Then restart the puter.
Run a virus SCAN and see if you come up clean, make sure you have all the updates.Do it in SAFE MODE.
What is it now?
Hope this is of some help?
Might even try? In DOS:
C:\scanreg /restore
C:\scanreg /fix
One at a time.
