Unable to enter setup.

I have concerns about my computer.
When I attempt to enter my setup, my system hangs and won't respond. I wonder if it's because of a faulty CPU?
My motherboard, CPU and v-card are only about 2 months old.
I am sometimes also unable to boot Windows, it simply hangs at th boot up screen.

These are the breifs:
AMD Athlon 64 3200 @ 2GHz
ASUS A8V-E SE (motherboard)
4x Samsung 512MB (2Gigs in total)
GeForce 6600TD Silencer 256MB PCIe (heatsink only, no fan)
430W PSU Thermaltake TR2-430W

It could be a faulty cpu but usually and not likely. Try testing your ram with this utility:

www.memtest86.com

Run it from a floppy drive, though you can run it from a cd. Let it make at least two 6 tests passes.

I'm trying to run the mem test although my system almost ALWAYS hangs in the boot screen. BTW, my boot up screen is a picture from ASUS, that came with my motherboard and can be swtiched on and off in the setup, instead of seeing system stats (i.e. amount of ram, HDs, Drives, the EngergyStar symbol on the top right, etc.).
I'm starting to worry greatly about my PC health...

P.S. I noticed that this stated happening after I disabled syncronisation of my PCIe and CPU voltages and overclocked my PCIe by one Volt. Also, if I were to reset my CMOS, would that mean I will have to format my HD?

No you won't have to reformat your harddrive. Resetting the cmos only clears out settings you've made to cpu frequency and other settings in the bios. It has nothing to do with your harddrive.
