I believe GIMP would work, it's a free program, get it at gimp.org -> go to download for your system, and select a download mirror or else you are getting plug ins, don't get suckered into PSP or Photoshop.

Also, google: Web authoring programs or your host may have some great tools...I guess not though..

Designing web pages simply requires a text editor like Notepad. Nothing more.

Altering images for use on the web may take GIMP, PSP, or Photoshop.

Apparently it's a vector editing application of some sort.

Please search Google for specific clarification on an application. Obviously you got the application from somewhere. There must have been help files or a manual or a web site or something.

it's a purchasable product:
http://esd.element5.com/product.html...iliateid=73807

http://www.amazon.com/gp/product/B00...e=as1&n=229534

So I'm certain you must have some sort of documentation if you purchased it.

Just some general comments on website design from me:

For years I just used Notepad, but I learned html from the Webtech University (free online courses!).
But after a few years I realised I got into some bad habits just using Notepad and some of my markup was, well, very sloppily written. I then used Open Office for a few years (completely free) you just write the article and it automatically provides the html. Just recently gave up using that because the html it provides is html 4.00 and some of it is not even very good html!

When I upgraded to Open Office 2.0 I assumed it would provide xhtml trans. - but no joy - still the somewhat clumsy 4.00.
I now have the excellent HTML Kit and one of its features is to convert any page into xhtml when that is needed.
Latterly I have written up my own edit pages one based on html 4.00 and one based on xhtml trans. I now only use these. I have also written into them the basic <head> info which I always use into them, including the CSS.
I can write things in these home-made editors knowing everything will validate - great!!

These are just general comments which could prove helpful.

There are many HTML editors available. Notepad (or equivalent raw ASCII text editor) is all that you need, but editors designed for writing HTML are better (they will usually feature syntax-highlighting, tag-checking/validation, previewing, etc). Obviously if you don't know any HTML you will have to use a WYSIWYG editor (such as Frontpage or Dreamweaver) - but be warned, Frontpage gives you mainly useless code, and Dreamweaver is not a replacement for learning HTML, it's designed for people who already know HTML but need a more efficient method of creating it.

Also note, HTML editors are also not "web page designers"; just because they can generate a web page for you, doesn't mean your web page has "design". Good design is something that many people study for at a university/college.

To create 3D graphics for web sites, you will need a 3D modeller, such as those I listed in your "animation" thread (add Wings3D to that list, because it doesn't do animation so I didn't list it before). Once you've created your model, you can render it into an image to upload/display on the site. If you don't think modelling is your thing, the easiest option would probably be to make some WordArt in MS Word, and turn that into an image.
