vista will not save my settings.

ok i just got windows vista a few days ago and did fresh install off of xp since it was an upgrade disk and i disabled some of the serivices but then it wouldnt boot i kept getting a system32 error so i just popped the vista disk back and let it repair itself since i didnt want to have reinstall it.

but ever since then it will not save my personal settings(such as enabling autoplay for a cd/dvd or keep the classic view in the control panel things like that) or let me create a new folder. are these bugs or something and if anyone knows y please tell me i dont want to have to reformat again for something that i can probably fix once i learn this new OS.
