How do I turn system restore back on, no admin privileges??

running windows 8.1
scanned with malwarebytes, and removed infections from I believe uwade.
now... when I try to turn on system restore , get message, that I do not have administrator privileges, same when I try to turn on superantispyware or even try to uninstall it..can't... "you do not have administrator privileges"???

cannot find gpedit.msc, probably because I am running home edition?
so how do I get system restore back.???
