USB VOIP Phone get stopped during installation

Hello!
I have been suffering for 2 weeks now with my new HP Pavilion Laptop dv4-1413la running WVista Home Basic SP2 32 b!!
I have an USB Voip telephone to use with skype, that works perfectly on 2 dell notebooks running same SO, only difference both are Intel, and dv4 is AMD Athlon x2 and also no hdmi port on dells.
Phone is VOIP3211S/77 Philips, vista drivers downloaded from philips wesite.
When I plug the usb cord, windows detects it and start installing, but then i get a yellow sign over the phone on sounds, games and video, with a code 10, this device can not be started-
Once I got a message from windows installer stating "Installation prevented by policy"
I guess there is conflict with the phone, because it wants to get acces to the audio configuration and change it, installing a microphone and a speaker.
Indeed the istallation file of the soft voip321.exe will try to take control of the sound.

I never got this phone to work on this new Lap top, and I really nee dto get it working!

I have donne anything possible found on google, updated drivers, disabled onboard devices, started only with services process, stopped process,etc

Hope you can help. I have a text file with system configuration by everest, but it is too long to enter it here.

Hi Tadna and welcome. Was this laptop ever used as a store demo model? It kinda sounds as though someone has edited the registry or altered permissions to prevent new USB devices being installed.

Let's see. Go to Start Search next to the Start orb and copy and paste the below command:

regedit /e C:\look.txt "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\UsbStor"
You will see it appear at the top of the Menu. Rightclick on it and choose "Run as Administrator". This will export the contents of that key to a "look.txt" file in your C folder. Click on your C folder and find look.txt and and copy and paste the contents in this thread.

Now do the same for the below command:

Thanks for your answer! I do not think laptop was used as a demo model, cause it came in the original packaging, and was oppened in front of me. It had HP tape still covering the box opening.

Hi Tadna. Your UsbStor registry key is corrupted. I would like to see a couple more exports please.

Isd that what you wanted? Or are you looking for a more detailed file?
Yesterday I exported a file from regedit, But it is 60 MB.
Something is going worng exporting these txt file, isnt it?

I was expecting to see an Enum subkey but it doesnt appear to exist at all. I will try fixing that corrupted key. Go here and download USBSTOR.reg to your Desktop. Rightclick on it and choose Merge. Reboot please and run the below command again and post the contents of look.txt

Connect your USB device now. Does it install?

If not, please run the below command again and post the contents of look1.txt.

Ok I downloaded file, merge it and reboot.

AnnMarie. I want to thank you for your help.
I got this HP AMP Processor Notebook back to store and got a Dell with Intel Pentium Dual core. Now I have my VOIP321 working.

I guess this issue was related to AMD processor or Onboard sound card and hardware of the usb controlers.

So, I am happy now and again thanks for your support. I will recomend this site.
