Extremely Slow Download Speeds On 8mb Connection!

I have a rather big problem and could do with some help regarding it. I have 8mb broadband which up until a few days ago has been working perfectly. It usually connects at around 4.5-6mb which is fine for me. Well now it's connecting at the same speed but when downloading or surfing the Web it doesn't reflect this.

I can not get my download speeds to go faster than 10kb/s and half the time it hovers around between 3-5kb/s. I HAVE been downloading at around 200-250kb/s so I'm not sure what has gone wrong. I would really appreciate as much help as I can get with this as I'm sure you can understand, it is beginning to be a BIG pain.
