DELL CRT Monitor

I have a DELL Dimension 8200 circa 2001. The monitor (19" CRT) has developed little black lines that dance along the bottom 1/3 of the screen. They act like static lines. I've degaused & moved speakers & other appliances. Does this sound like a monitor going out or a video card problem? Thanks for any input..

do you have another monitor to test the vcard,another vcard to test the monitor,update the drivers for both items,check all cable connection inside and out pretaining to said items
