CA Security Suite

I have a computer with two types of users. One is an administrator the other is just a user. I need to keep the user account to monitor the computer and make sure nobody is installing programs and what not but i also need to keep my Security Suite running because my computer is always connected to the internet. When i log on as an administrator it runs fine. When i log on as a user it stops working and says its not installed or i dont have the correct rights. I know theres a way to fix this but i dont know how. Anybody have any ideas?
