Wont load past "loading screen"

My wife has an dell inspiron 1140, the battery is shot and were waiting for a new one to come in. she was using the computer today it came unplugged and shut down upon the plug coming out, now the computer wont boot past the loading screen, and we tried to put it in safe mode and it wont load from there either. it says loading 3 of 3,it just goes black and starts the loading process all over but never actually loads
the screen is like this. were not use what to do at this point

Try booting from your Vista DVD and run System Restore in the Recovery Environment. See here for more help.
