Changing refresh rate on Vista (BF2 Question)

I have a Dell laptop with an 8600GT M 256MB video card with the only option for refresh rate as 59Hz under any resolution setting. I downloaded ReForce to force the refresh rate to 60Hz but it doesn't work (the refresh rate doesn't change even though I've "forced it"). I just want to play Battlefield2 on my laptop, which requires the game be started in 800x600 at 60Hz the first time. So I can't even get into the game because the game crashes to the desktop with no errors before it starts. I've got Vista and easily meet all the other requirements. (3GB RAM, 2gHz DC, etc)
