Skype: Does 0.021 refer to 2cents a minute?

Yes, 2.1 cents per minute for SkypeOut.

(mine are in £ and pence so I don't know how the page will show for you).

Edit: plus a connection fee

for calls to landlines or mobile phones. Calls to another computer are free of both charges.

Yes, it's extra which means for the UK the first three minutes are about the same cost as British Telecom during the day but longer calls are cheaper.

If you are in the US there are free call providers
http://www.voipbuster.com/en/calling-rates.html
http://www.voipcheap.co.uk/en/rates.html

They are the same company but different countries are free. The UK used to be free but I notice they have now started charging a little for landline and mobile call to or within the UK.

I used Voipbuster a few years ago, at that time theu wanted a deposit of 1 euro (which I never spent) but eventually they set a time limit on how long you could keep the deposit without either spending it or topping it up with another deposit, an dthe minimum had then increased to 10 euros and then they removed the UK from the free list, so I stopped using it.

They still ask for a deposit, but you don't need to use it for the countries on the list, although you will lose the deposit after a set time period, so if you make a lot of free calls, it's still worth doing.

Yeah, I've used those, if you use them for free, there about as good as a PayPhone. But, thats probably a teaser, so they'll hope you'll pay.
