Ok, well the files you are having issues were all installed by Service Pack 2. The easiest fix from your perspective might be to uninstall Service Pack 2, reboot and if that fixes the problem, go back to Windows Update and reinstall it.

I typed what was said into my search bar and the appwiz wouldnt open. So I searched for my updates in my programs section of control panel. I get an error when I try to open it and it will not open.

Yes, there is an issue with your Windows Installer software so I should have anticipated that. I have my doubts that the issue is permissions related though.
There is a hotfix available for the Windows Installer and I think we should try it. Go here and follow the instructions on the page. Reboot if you are not prompted to do so after running the hotfix and let me know if it made any difference. |

The only hotfixes available to download are 64 and 82 bit. I have 32 bit.
