Your user is restricted that's what is stopping you. Try right clicking "run as administrator".

When you installed the OS there is a place where you enter a password for the administrator account. It seems like when you log in you end up in a non-admin account which is for security purposes a safe way to go if your not the only one who has access to the PC. If while in windows you select "switch User" instead of "restart" or "log off" you should be able to get to a log in for the admin account. I hope you remember your pass. If you never set one, try just selecting the admin account without entering anything and see what happens. I looked in the diagnostics maintenance folder and there are no executables in there to right click, nor from the control panels selection so the admin account seems the way to go.

Do not quite understand, I am the only user and administrator and never used a password.

From what I read searching MMC error it has something to do with dot net. There seem to be so many different issues listed and fixes that only work for some and not others I don't know what to tell you.
