Gaming PC Underperfoming

I have always had issues with my pc and with it not performing the way it should. I have tried every fix and looked up many solutions but the issue still continues. I have an AMD FX 6300 on an MSI 970 board with an AMD RX580. I get very limited FPS in all games I play as well as overall slow actions while using my computer. I have horrible frame drops and my cpu and gpu usages spike up and down. Any help would be great and to try to solve this issue

Desktop
Logitech G502 USB
GK61 USB
2x8 ddr3 1866hz
MSI 970
AMD RX 580

Issue:
Constant frame drops and pc under perfomorning
Everything works fine besides the speed and frames in games
Tried installing drivers and software cleaning my pc and overclocking

Guessing from what little info you have provided.
This is a gaming machine.

But, the information you have given is to vague.

AMD 3.5Ghz FX6300 Processor
MSI 970 Gaming Motherboard
16Gb's of DDR3 Memory Dual channel memory{On Motherboard}
AMD RX 580 8Gb GDDR5 HDMI 4K & Display Port{PSU Minimum 550Watt}

Unknown
Drive(s) ???????
Power Supply ???????
In BIO's Processor setup{Is there settings for activating all 6-cores}
Game(s) that are effected ??????
