Try freeing up the windows key, windows+E is the shortcut for Explorer.

Swap keyboards to see if the problem goes away.

Hmmm......

Try this: Press SHIFT 5 times = Toggle Sticky Keys on and off.
OR
Press and hold down right SHIFT key for 8 seconds = Toggle Filter Keys on and off.

Here's a page for a site that lists the Windows Keyboard Shortcuts: https://www.mdgx.com/kbshtcut.htm

NOTE: You may have another program that is using the HOTKeys.

Also,
Something else to try.
Bootup the computer in safe mode.
Open NotePad.
Now try typing the E key.
See if it is normal in the NotePad.
If it is Ok, then restart the computer, then look at your Task Bar.
See what's loading in there.
Video App, Mouse App, Etc.....
Check these and see if they are using HOTKeys.

Have you checked if there are any third-party applications or background processes that might be using or interfering with the hotkeys on your system?
