Hauppauge Win-tv usb software

Hi everyone
I just installed Hauppauge Win TV-USB software and i am using antenna with it.I have picture reception and sound problem.Picture is not sharp and lines scrolling plus it is pixelated.Audio has sound but accompanies a noise like a motorcycle running at idle speed and when i move my mouse, noise amplifies to the varying pitch with the movement of mouse.I downloaded latest driver for win tv 2000 but didn't help.I have connected my win tv usb sound out with soundin on my sound card as they instructed for better audio.I have window 98se,256mbs,40gbs hd,64mb video card.Any suggestions any body?
Please let me know if need further info.
I would appreciate your input.

Is it the digital free to air version or the terestrial type of tv card you have?

It is not free to air.Regular tv reception with tv antenna or if a person has cable connection,He or she can watch cable channels on computer monitor.
Its a USB box with tv and fm radio reception capabilities.

To be honest they are not very good tv receptors, Ive had them in the past, with out much success, Ive tried signal boosters etc to no avail. The digital cards or usb receptors are the best.
