There may be some "spyware" or other application trying to "phone home".
Go here and download, unzip and run StartupList. Copy and paste the results in a reply. http://www.lurkhere.com/~nicefiles/index.html |

Another thing to check, Open Outlook Express and click "Tools" > "Options". Make sure Check for new messages every xx minutes is un- checked.

My guess would be Weatherbug. It needs to access the net to update your weather.
Another possibility would be XP's auto "Windows Update". To disable it, Click Start > Run > type services.msc and click OK. Locate automatic update in the list and double click on it. from the dropdown list select "disable' and apply. If either of these are not the problem, When it starts dialing hit <ctrl> <alt> <del> and end task on whatever is running one at a time until it stops dialing. The last one you ended is the culprit. |

To possibly stop the PC dialing to the internet - even after you have checked for third party software, spyware..scamware...dialers... then try the folowing
Try to Disable autodial. To do this, follow these steps: 1. Click Start, and then click Control Panel. 2. If you are using Category View, click Network and Internet Connections. 3. Click Network Connections, and then on the Advanced menu, click Dial-up Preferences. 4. Click the Autodial tab. 5. Click to clear the check boxes that are listed under Enable autodial by location. 6. Click to select the Always ask me before autodialing check box (if not already selected). 7. Click to select the Disable autodial while I am logged on check box. 8. Click OK, and then close the Network Connections dialog box. Note - if you have the latest Zone alarm it has a bug in it that will cause it to dial the internet? |

Found out that even with all the settings saying not to let weatherbug dial-up automatically, it was still doing it. Uninstalled weatherbug and computer stopped autodialing.
