How to repair this !!!!

OK AFTER SEVERAL THEORIES I FINALLY FOUND THE SOLUTION TO GET RID OF THIS ERROR THAT ACOURS EVERYTIME WINDOWS START THE SOLUTION IS REALLY SIMPLE:
FIRST IS A PROBLEM WITH A ATI VIDEO CARD, SO IF YOU HAVE A ATI VIDEO CARD RIGHT THERE IS THE PROBLEM, IS A COMPONENT CALL ATI CATALIST.
WHAT YOU DO IS GO TO CONTROL PANEL, ADD AND REMOVE PROGRAMS, HERE YOU ARE GOING TO REMOVE EVERYTHING THAT HAS ATI ON IT, IN ANOTHER WORDS REMOVE THE DRIVERS AND SOFTWARE OF YOUR VIDEO CARD. AFTER YOU HAVE DONE THIS RESTART COMPUTER.
WHEN WINDOWS STARTS WILL TRY TO FIX YOUR SOFTWARE, JUST PRESS CANCEL TO EVRYTHING. THEN JUST PUT YOUR CD THAT CAME WITH YOUR VIDEO CARD AND INSTALL EVERYTHING AGAIN(If you dont have cd go to ati.com web site to get the software and divers from them)
hope this helps eveyone with that anoying error

PS: IT DOEST HAVE NOTHING TO DO WITH MICROSOFT .NET FRAMEWORKS SO DONT WASTE YOUR TIME.
