Unable to attach files in online email and forums

Starting a few weeks ago, when I try to attach a file through forums, Hotmail or Netaddress, I get "page cannot be dispayed" in the attachment window.

This happens through any user account on this computer. It happens after I
clear the startup in msconfig. It happens in safe mode. It happens every time both in IE and Firefox.

My hosts file is clear.

When I try to run system restore, I get "System Restore Application has
encountered a problem and needs to close."

Everything else seems to work perfectly.

Around the time this started, I installed a new hard drive and used Data
Lifeguard Tools to copy everything over. The old drive is disconnected.

Any way to fix this short of reinstalling?

It turned out to be an issue with the Dell 2300 router. Resetting it solved the problem.
