I need to provide admin rights

How can I stop this message from coming up. . I know its something in the user security tab in control panel. I dont want to get a message everytime I install a program, use a program, move a file(s) I know there is a way to turn it down low, but I dont want other messages saying you can/t do that beacause of the settings..

how do I keep the settings as how I want them.. again I know it a security tab or somehwere but I dont know how to get back to it..

and may I add, I am really beginning to not like the Win 7 interface..
