screen flickers, how to stop it?

my computer flickers, all white horizontal lines flash around the screen when i click or sometimes just move the mouse. I think the term is flicking.
how to i fix it? do i change some setting or is it a hardware problem?

i have the screen refresh rate at 60hz, the higher i put it the worse it gets(85 worse than 75), would the video card have anything to do with it?

check all cables. also check the screen refresh rate. Maybe try 60

Sounds like your refresh rate is low. Check and make sure it is above 70Hz at the least.

How to change

On your desktop Right Click then click on "Properties." Click the tab that says "Settings" then click on the button "Advanced." Now, Click on the tab that says "Monitor." The dropdown menu is your refresh rate settings.

Yes

Check to ensure you have the latest drivers. Is this a LCD or CRT monitor? Did this just start? Installed any new hardware/software before it started?

if you have any appliances or other stuff on the same circuit as the computer, then it could be interfering.

oh yeah, i took the computer to get it fixed and asked them to switch the video card. they were out of video cards so they didn't end up switching it, I'm thinking they took it out realized they were out of cards and put it back, damaging it on the way :S.

In the first place they were fixing it because my brother had broken it by doing un-manual restarts too often. I don't know the technical term for that.

If the card was removed and left out, then reinstalled, you may of lost the correct drivers, which can cause this problem. Boot and immediately get into SETUP, screen tells you what key to use, usually DEL or a F key.

Once in SETUP check the different menu items, see if there is one for On-Board Video, if enabled, disable. Also there may be a menu item something like First Boot Display, make sure it is set correctly either AGP or PCI depending on what type of card you have.

Save and Exit.

In device manager what does it show under Display?
