Bar on bottom of screen?

The bar (don't know what it is called) on the bottom of my homepage, above where it says start, has disappeared. When a page was loading it showed a blue broken line going across, and has the word Internet and a globe in the right corner. I'm not very good at explaining it. Has this happened to anyone before and how do I get it back? Help anyone?

This is a browser related issue not windows Xp, and you failed to mention which web browser your using. But since all are similair you can go to the top where it saids VIEW and click there and click where it saids STATUS BAR
