Unknown USB device

About a month ago a warning started popping up saying that there was an unknown USB device attached the computer and windows couldn't recognise it. Since then it has popped up every few minutes, without a USB device connected.
None of the USB hubs will recognise a device now.
I have tried lots of devices but none are recognised.
All the USB ports say that everything is working well.
The only thing that does seem to stop the messages is disabling one of the USB root hubs, but the computer still won't recognise any other USB device.
I have tried unistalling all the USB hubs but nothing has worked.
HELP!
