Red face startup programs

hello i bought an inspirion 1520 home premium went to blackviper to tweak my services (worked great) then proceeded to msconfig to stop some of the extras (cam manager yahoo messenger ...) to keep my ram from being used up-1gig anyway my computer repeatedly reminds me of it stating some programs need permission so a dell tech gave me a link here saw where someone used the other program to disable them so i went back and enabled them in msc. then went to the other program to do it messages still come up did i botch it by not rebooting after changing msconfig back or is there somewhere i can tell the computer what it can do with the message

Hi nc2hike. I am not really sure what you are saying. What other program did you use?

in control panel there is a program called software explorer accessed under the option for controlling startup programs in windows defender

Ok well this should work with both msconfig and Windows Defender. Instead of opening either utility in the normal way, rightclick on the program and choose "Run as Administrator". Make your changes now and reboot.
