Wallpaper problem

I have had a problem for a while with changing my wallpaper. In the Display box the list of available backgrounds is frozen as is the browse button. Even if i right click on an image and select it as background my plain background does not change. The last background i had was a downloadable BBC Bob Dylan and it was when i tried to change from this that the problem arose.
Any ideas?

In Control Panel>Display>Desktop tab>Customize Desktop button>Web tab, uncheck anything that's checked, click OK, then click Apply. Then see if you can change wallpaper.
