browser öffnet nicht

Hi all together !
My friend has a little problem
We share a flat and both our pc's are on the same cable.
my internet works fine but his browser doesnt find any page.
the router and his network connection says it works fine but when he opens IE6 it doesnt find any page. Practically, internet doesn´t work, but when he opens the Task-Manager, it says the internet works fine, like a normal streem, but Messenger or any program that needs internet just doesn´t work. It didn´t work when he just restarted.
