The difference between 200GB and 186GB is mathematical. Drive manufacturers report drive sizes assuming 1GB = 1,000,000,000 bytes (1000*1000*1000). Windows reports sizes in GiB, where 1GiB = 1,073,741,824 bytes (1024*1024*1024).

You can change drive letters in Disk Management (under Windows), but whatever drive has Windows installed must be the C drive. If you want to use another drive as your C drive, you must attach it to Primary IDE cable in the Master slot, remembering to set the jumper to the position for Master as indicated on the drive's sticker (if an IDE drive), or plug it in to Slot 1/Slot A, however it's labelled (if a SATA drive). If you have one IDE drive and one SATA, you need to set the boot order in BIOS setup. And, this drive must have the operating system installed on it, or a boot loader.

You should reinstall os to another drive coz changing of a system drive letter may entail the disabling of booting.
If you want to use the same os, you can create an image (use any kind of image or backup software, e.g. True Image from Acronis) of existing os and restore it to a new drive and then change the bootable drive in the BIOS.
