Unhappy Screen Flickering and Graphical Artifacts on Windows 11

Hey community, I've recently upgraded to Windows 11 and since then I'm encountering a vexing display problem, where the screen intermittently flickers with graphical artifacts appearing randomly across different applications. Despite updating graphics drivers to the latest version, the issue persists, affecting both desktop and full-screen applications. The flickering is particularly noticeable during video playback and has persisted through system reboots. Seeking valuable community input and potential troubleshooting steps to resolve this continuous visual disruption and restore a seamless and stable display experience on my system.

You say that you have upgraded your video drivers, but have you done this the correct way? It's necessary to uninstall the display adapter during the update process, not just install new drivers over the top of the existing.

I agree with Ned, that it probably is a corrupted video driver.
But, some Video Cards have a lot of support drivers too.
Example: 3D Graphic's
Shadow Save
Game Physics
And more....

So, follow the steps that MicroSoft Support states.
Boot up in Safe Mode, go in to Device Manager.
Find Display adapters, locate the video card, or GPU device your currently using.
Then select Uninstall device. Select Attempt to remove the driver for this device, then select Uninstall and restart your PC.
Now go in to Settings, select Windows Update > Check for updates, and install any available updates.

If this fails to resolve the problem.
Find what Video Card you have, follow the same steps.
But DON'T USE Windows Update.
Instead, go to the Video Card Manufacturer's Website.
Download the latest Video Drivers for it.
Then run the Install Program.

If that doesn't solve the problem.
Then it could be bad VRam on the Video Card.
If that is the case, try a different Video Card,
and see if the problem is still there.

Okay, that's my 2-cents.

To potentially fix screen flickering on Windows 11, I advise updating graphics drivers using a clean install or DDU in safe mode.
