I have a question...

My hard drive is damaged, however, I have a 1TB external hard drive. Can I run Windows 7, or Vista off of that drive? If so, how?

you cannot run windows os off an external drive.

YES you can. You just need to make the external drive Bootable. Can you still access windows in the system? If so then do this:

May I ask how you know your hard drive is damaged? What are the circumstances surrounding your conclusion? If the damage is data related and not physical there are steps you can take.

Yes you can. But if it's file system is FAT32, then no you can't. In fact, if it is anything other than NTFS then no. If you have a partition in your external drive then it would be more comfortable. And just one thing, you need another computer to setup the operating system.
