No shutdown

O/S. Windows 7 home premium
A.V. AVG 2012

I recently and it appears foolishly downloaded a "Registry cleaner". When I ran it there was nearly 2500 items deleted. Since that time my computer will not shut down.
I tried a system restore using a point before the cleaner was installed but I got the error message:
System restore failed to replace the file (c:\windows) with its original copy from the restore point.
An unspecified error occured during system restore. (0x80071a90).

I have tried all system restore point previous the the installation of the cleaner but all give the same results.

I have considered using the 3 installation discs that I have to see if that would correct the problem but am now wondering if that would not just do a complete re-install.

Can someone please advise me
