XP user permissions

I have Windows XP Pro.

I want to set it up so that I can prevent a certain user from accessing certain programs. I tried using gpedit.msc but then I ended up locking my user out of the same programs. I must be doing something wrong. Any help is greatly appreciated. Thanks.
