Help with 301 redirect

Hey all I'm having trouble with this because I just dont know enough. I have an old site and a new site I forwarded the domain name to the new site. Now I want to use a 301 redirect to forward all old links to the new domain name. Also the new site is hosted by a company I dont have access to the host. but I still have the old hosting with the old website still on it. I called my old host to set up a redirect ad they said the new host had to do that. the new host said the old host had to. Maybe the site the domain name is registered to?

Basically I have a rough Idea how to set up the 301 but no idea who to go through.

if you are using the old domain name on the new site, the links (if internal) on the old site will not work. there is no domain name access to the old site so how would anyone access it to begin with.

Thanks for the reply. I understand that there is no access to the old site. That why I want to set up a 301 redirect so that all old links that link to the old site which no longer exists are redirected to the new domain name host location. So that I dont loose all the SEO traffic the site has built up.
