Free program like ICQ that allows chat between PC & phone-without-wifi

The phone is wifi-capable, but the the wifi is not always available. Is there a free program, as ICQ used to be, that allows a plain-text SMS sent from the phone, to be received by a PC (running Win7) at the time when there is no wifi for the phone ?

why can you not use the phones service plan to do what you want?

Because I do not know how. I assumed that some software would be needed on the phone and the PC to enable this. I would appreciate it, if you could tell me how - or refer me to instructions on The net.

just use the default message app on your phone. without knowing what phone, there is no way to give instructions.

I recommend Telegram as most secure and quick messenger, also Hangouts, Skype and Viber.
