Screen resolution. Can't get to settings

Hoping to find someone to IM with or skype, to assist me with screen resolution problem. Can not get to my "settings" tabs/buttons because they do not appear on the screen to make the necessary adjustments. Computer novice. Have been through all of the basics but just around in circles.

just rightclick on your desktop, click on screen resolutions (or personalized then screen resolutions)
