Black Screen of Death / with cursor only

So I have this HP Aio machine I've been working on it for a few days now getting nowhere here's the problem...

Won't load safe mode can't use system restore it fails can't refresh windows drive is locked it will boot into windows the welcome/login screen appears put in password it and it starts to go into windows but it stays black but I can move the cursor and I can hit Ctrl alt delete and select task manager and it will come up and I can then go to file...new task and try various methods basically I can run anything at this point I do notice the CPU is running at a constant 100% so the system is slowed down but I can't bring up the desktop for nothing.

Any suggestions?

I've watched a dozen different videos read a ton of articles for similar problems but nothing for this specific issue.

I've thought about display issues but it's got a integrated graphics chip it's like something is loaded as it loads windows and gets stalled blocking shell from loading.

I'm standing by....

Are you getting any beeps when it is starting?
Have you checked inside that everything is seated correctly, I know this is a bit hard with an all in one, but perhaps should be checked.
How old is the machine? Been any power surges or storms?

Have you tried starting it with your installation DVD or similar.

Have you tried booting it with a simple operating system on a CD, or USB Drive, linux mint for example?

Lot of things you can do to try and get it running so as to be able to isolate where the problem lies.

Someone may be able to talk you down once we have a few answers to the above.

It's got factory installed win 8 so around the time of 8s release****

I have a Ubuntu live USB I can try but I know it's a software issue****

Yea there is literally nothing wrong with the machine other than it's running hard and won't show the desktop it boots up fine no abnormal sounds while booting it loads the welcome screen you enter the password and login in then it goes black and all you can see is the cursor
