dual boot and xp install trouble

i have a pet 4 with 2 hard drives, win 98 is on the master "c" drive, the other drive, when i try to install xp, it goes to the point, of copying files for instalation......and stays at 0 percent , will not copy these files........whats up?

and what file system should i select......i entered fat32

would someone please give me the basic steps as to how to install the 2 op systems
