Is there a way to see history of what's been done on computer?

Hey all,
I've got a friend who lives in an apartment with 3 other people, 1 of whom is rather strange... anyway, my friend suspects the strange one of using his computer at times, which is rather uncomfortable for my friend. We're trying to figure out if there's a way that he can check the history of what applications etc. have been used on his computer recently? I'm thinking something in the Admin tools, but not sure if there is such a thing. We're interested in not only web browsing history, but also checking which applications have been opened and used... I know the web history is an easy find in the temporary internet folder, but was wondering if there's something for non-online programs as well?
Thanks!
~Gun

Why not just lock him out with a few passwords?

Chances are he won't be able to get round even a simple XP password.

We did that, but on one of his computers he has the admin account password protected... but it seems that the "strange" roomate got around that by using "admin" as the password, and my friend doesn't know how to change it - I haven't had time to go to the apartment to see if I can figure it out yet.
Thanks!
