Windows 7 firewall question

I read in another thread that the Windows 7 firewall only protects against things coming *in* to the computer but does nothing about things going out. Am I wrong in thinking that it is only half as good as other software firewalls that protect both ways?

it protects both ways but you must configure the outbound and is ment to be better than the xp or vista version
