"Best" is really subjective.
What type of web building? For HTML/CSS all you need is a good text editor. The days where someone would create an entire site in Photoshop or an image editor are long gone. Most professionals design live HTML/CSS now then use image editors for assets when needed. It's a waste of time to build entire pages in an image editor then code everything. |

the best depends on the site you are tying to build - especially if you have absolutely no experience. what type of site you are wanting to build?
