System restore won't start

Edited: Please disregard. Problem fixed. Had the "Failed to connect to a windows service" error on my Windows 8.1 PC and looked for a fix. Fixed that and apparently, that fixed the system restore problem that I couldn't get working. Thanks.

Glad you found a fix, but it is always nice to actually take us through the fix, so you help the next person.
