Angry In 2003server user not affecting by Group policy at client side

Hello, i have setup a new DNS server (2003 enterprise).i have create a OU within this server. with OU i have created a User named abc, with permission allo log on localy.when i log on DNS server locally the group policy i have assingned it works properly. but when i login from the client end(which is a system OS 2000 prof.)its login properly on the server but here group policy does't work.can me tell u why this is happening..
