16-Bit applications

I am trying to enable 16-Bit applications in windows 8.1 32-Bit but it just opens a window referring to Fondue.exe.
Does this mean I have to go to command prompt and use Fondue to enable the applications?
Any help would be appreciated.

16 Bit applications

I use 64-bit but its a new laptop. Not many issues but there have been a few compatibility related ones.
