New win7 install cpu spikes slowing comp down

Hello,
I just installed win7 on my friends comp and after getting everything set uo its running real slow. I thought it might be because its an older system so I set it up to run better turning off some not needed features. But something is causing the cpu to spike and slow everything down. its so bad the mouse movement is slowed across the screen.

when I look in task manager none of the listed processes show any high usage even though the cpu is pinned. also there doesnt seem to be any mem leaks.

Please any help would be great tell me what you need to know and i will post it

What are the hardware specs of the system? Which version of windows 7 (Starter, Home Basic, Home Premium, Professional, or Ultimate.), and is it 32 bit or 64 bit

Ill have to check the exact specs but i know its a dual core amd 4gb ram, dedicated hdd for windows. its home premium 64 bit

try disabling search index to see if it helps.

Thanks for the responses. I did turn off indexing and a few other things that did seem to help some. Any other things that could cause sudden spikes?

Is there a lot of disk "thrashing"?

You said dual core, AMD or Intel? there for a bit AMD had problems with the 2 cores getting out of sync on the early dual cores, AMD support
